Short Summary
Blue and his friend, Magic, visit Olongapo to have a gift made for their aircraft carrier's departing admiral. Blue meets Lori, a shop owner, and falls for her. He wins Lori's father over, but suffers the scorn of his friends and commanders. But Magic has a history there, too, and danger awaits.
Blue bends to peer pressure and turns his back on Lori. Magic's past catches up with him and his tragedy affects Blue deeply. Blue finds a way out of his confinement on the aircraft carrier and joins Lori.

Development Pitch
The Mayor of Olongapo tells the story of not only two young lovers but also the dark, and largely unknown, side of American and Filipino history. The American occupation of the Philippines places the story into context but it delves into the more modern scorn American Sailors showed for their Filipino hosts during port visits. It graphically shows the seamy side of prostitution and vice. The story is about the difficulty of facing peer pressure and weakness but strength and self leadership emerge. The story is important, especially today, as movie audiences appear more willing to embrace difficult subjects. It is also important because it tells about the Philippines, a country whose story goes virtually untold.
